The launch ceremony of the Djibouti Luban Workshop was held at the Djibouti Business School, the largest local vocational college, on March 28, 2020, when Djibouti's President Ismail Omar Guelleh, Chinese Ambassador to Djibouti Zhuo Ruisheng, and Chen Zhemin, Member of the Standing Committee of Tianjin Municipal Party Committee were present at the ceremony. 

The Djibouti Luban workshop is the first Luban workshop in Africa, which adopts a multi-party cooperation model. It was jointly established by Tianjin Municipal People's Government, Djibouti Ministry of Education, Tianjin Railway Technical and Vocational College, Tianjin First Commercial School, Djibouti Industrial and Commercial School, and China Civil Engineering Construction Corporation.

Four majors of railway and business are offered in the first phase of the project, with the training duration last for three years. The two railway majors make up for the gaps in Djibouti, and the majors of international trade and logistics management help improve the existing majors in local vocational schools.

Djibouti's "Vision 2035" is committed to developing the country into a regional logistics and commerce center. Luban Workshop will train technical and skilled staff for the Addis Ababa-Djibouti Railway It will also support the development of the Djibouti port logistics economy.
