Tianjin has established a coordination procedure for frequently used public hotlines to enable the transfer and joint handling of incoming calls, enhancing coordination between different departments and institutions.

The alliance currently links 10 agencies: the Tianjin High People's Court, People's Procuratorate, Public Security Bureau, Justice Bureau, Human Resources and Social Security Bureau, Health Commission, Medical Security Bureau, Government Services Office, Federation of Trade Unions and Youth League Committee.

The procedure operates a first-call responsibility system. When any of the 10 hotline numbers is called, the caller's needs are recorded. After evaluating the situation, the operator will transfer the call to the unit responsible for handling such situations.

In addition to transferring calls, the 10 hotline units have established systems for cooperation and information sharing. In the event of a major emergency, they can immediately connect, report the situation, respond quickly and collaboratively handle the matter. This procedure further enhances the level of coordination and efficiency among departments.

Since the procedure took effect on June 1, it has facilitated collaborative handling of over 49,500 calls and multiple emergency situations.

While better addressing the actual concerns of the public, it also enables timely identification of issues in social governance and prompt detection of potential conflicts and disputes, thereby improving the efficiency of services provided to the public.

In the future, based on public needs and work requirements, more departments will be included to further improve services for the public and maintain social security and stability.
