Xinbei Subdistrict is situated in the northern part of the core area of Binhai New Area, specifically within the High-tech Zone Marine Science and Technology Park. To the east, it extends to the Beijing-Shanhaiguan Railway, adjacent to the Tianjin Economic-Technological Development Area. To the west, it reaches the Xinhe Canal, neighboring the Xinhe Subdistrict. To the south, it connects with the extension line of the Beijinging-Tianjin-Tanggu Expressway, adjoining the Hangzhoudao Subdistrict. To the north, it is connected to the Beihuan Railway, linked with the Beitang Subdistrict. The area is in close proximity to the Binhai West Station, enjoying convenient transportation and logistics conditions. With a total area of 15.88 square kilometers, Xinbei Subdistrict has a population of approximately 120,000 residents and is comprised of 17 communities and 39 natural residential areas.

In terms of industrial structure, Xinbei Subdistrict is primarily focused on the tertiary sector. It has a concentration of modern service industries, vibrant market entities, and a diverse range of service, catering, accommodation, wholesale, and retail businesses. As a pilot area for the integrated development of the development zone and subdistricts/towns in Binhai New Area, Xinbei enjoys significant location advantages and industrial strengths. Efforts are being made to accelerate the construction of a "demonstration block for the integration of industry and city development" and a "model block for balanced work and living."

In 2021, the Xiaozhen Jiayuan Community in the jurisdiction was recognized as the only municipal-level boutique beautiful community in the new area. In 2022, Xinbei submitted the application for "Tanggu Paper Cutting" to be included as a representative project of intangible cultural heritage at the district level. Over the years, Xinbei has implemented various boutique projects such as the "Social Organization Public Welfare Sharing Program" and the "Happy Dandelion," leading tens of thousands of residents in the area to jointly build, govern, and enjoy the beauty of the new Xinbei.
