From the spring of 1936 to February 1937, Liu Shaoqi, as a representative of the CPC Central Committee, presided over the work of the North China Bureau of the CPC. The bureau’s office was located at No. 19, Longtaili, Heilongjiang Road, Heping district (now the Memorial Hall of the Northern Bureau of the CPC Central Committee).
During this period, he actively implemented the decisions of the Wayaobao Conference of the CPC Central Committee, tried to correct the "Left-leaning" erroneous thinking within the party and vigorously restored and developed the northern party organization. He also promoted the establishment of an anti-Japanese national united front and facilitated the formation of the anti-Japanese national united front and the development of the anti-Japanese national salvation movement.
